What a coincidence, I was on www.gsaadvantage.gov right now! I have used GSA in the military and now use it being employed with the VA. In my experience, we were REQUIRED to use GSA to fill our requirements whether it be office supplies, furniture, IT products, etc. I assume it's the same for any Federal agency. If GSA did not have a product or service that met our needs, then we were permitted to buy non-GSA or sole source. Most vendors still produce hard-copy catalogs in addition to having their own web site and being listed on gsaadvantage.
I would suggest browsing the www.gsa.gov site, there's lots of information there that might be helpful, if you already don't know about the site.
Also, there is a GSA Expo in San Antonio, TX June 9-11, 2009. It would be a great opportunity for you to network.
As for state and municipal government, I think you would have to register with your state's procurement agency to do business with them.

Subject: The value of a GSA Listing (Off topic)
For those in the government arena, FIRELOCK has worked for three years
to achieve a GSA Listing (GS-07F-0287V) and I have a question for
those who use it.
How does a government agency use the GSA to find a product?
Do you have a need and search GSA Catalogs to see if it appears there
or do you search the GSA Catalog to see what products are available?
Do state and municipal governments also have access to the GSA
products and pricing?
In the old days there was actually a catalog but I assume this is all
on line now. Is their catalog searchable like the Internet?
For 20+ years the government would not list us as they felt there was
little demand for vaulting records and computer media. So I guess
this is a change in attitude due to all the requirements to protect
records.
If there any cautions about being a GSA supplier, please let me know
as I hope to avoid any mistakes entering this new arena.
This probably won't interest anyone in non-government so if you would
prefer to answer me off list that is fine.
