I believe you will find the wording echo's 18 CFR 125.2, 125.3, 225.3.  The
retention periods are I believe a composite of state legal requirements,
using the longest retention.  Remember publication is from an association.
Not a legal document, but should provide some good guidance on what should
be kept.  Do check your state legal requirements as your state may have
adopted the NARUC publication as their legal records requirements.    

Some of the retention periods are really beyond belief.  If my state
required the use of the publication I would make a formal complaint as a
ratepayer on the burden of expense for the maintenance of records on many
items (vouchers including supporting documents, time card,sheets, etc., for
the life a plant (plant in our state includes everything the company owns)
on the utility companies by the utility commissioners.  

I would use exclusively the FERC (18 CFR) and use the NARUC publication as a
reference to check federal/state requirements for the documents mentioned.

Subject: [RM] NARUC Regulations to Govern the Preservation of Records...

I just got the NARUC publication "Regulations to Govern the Preservation
of Electric, Gas, and Water Utilities" that I ordered a couple of weeks
ago.  These are some very good values, but I can't find a table of
authorities anywhere in the publication.  Does anyone what the sources
of these values are?  Thanks!
