I have had to move boxes offsite with vendors in very short time frames and
when this happens, IM and other vendors have been courteous to attempt to
move and store boxes which are somewhat dilapidated so in some cases I know
vendors have accepted boxes below their standards, their choice of course,
for what they are typically willing to accept.  I've appreciated this,
especially for boxes which had seen their better days, but at the moment it
was in the interest of simply accomplishing the move.  If you've ever worked
with boxes, when they are crushed but still intact it causes many problems
as the stack may lean or other issues.  

I did begin to notice these charges and we have questioned them.  I work
closely with the local facility and we are able to discover which boxes have
been repacked.  IM has standards for the repacking I believe which include
removing the actual cardboard containing the original box and barcode from
the company and IM and assuring the new box is properly reset with this
information.  I see no reason why they wouldn't be able to account for which
box is repacked and do consider it a matter of chain of custody, no
question.

In cases where the vendor has received boxes below their standards, I think
it is fair to charge for repacking assuming the company's contract allows
for it.  The price should be reasonable as the cost of a new box, a small
amount of labor and the administration of noting the specific box's repack
occurrence in their system.  Many vendors will charge this based on the
cubic feet required to store the box (not the boxes actual cubic foot size).
