Ginny makes an excellent point.  If you haven't already, one place to
start with would be with organizations that represent the various
elected offices.  Texas has, for example, associations that represent
County and District Clerks, Treasurers, and Sheriffs.  In addition,
most have ones for city/municipal clerks  Partner with them if you
haven't already.
