Ginny, What you suggest is quite cumbersome and I have found unnecessary.
There is another way to do this. If County Records and Information
Management is considered a ministerial service of the Board or Executive
office, it can be charged back to the elected officials on a manadatory pro
rata basis for operating expenses, allowing for the standardization of
policies and procedures without having to negotiate individually with each
elected official. This also allows for much more effective budgeting at the
county level.

One other point in getting management support from local government. At
the County level especially, elected officials (Clerk, Recorder,
Treasurer, Sheriff, etc) consider themselves separate entities from the
County Manager or Board of Supervisors. You will have to get each of
them to support RM for their offices in addition to getting the County
Management to go forward with RIM. They will each expect to have
separate programs and separate funding.
