Here's a good resource for that very thing:

The site is a wiki and the link is to the page of guidelines and policies
from municipal government entities who have them and have posted them. There
is also a mailing list (like this one) that just featured discussions on
"archiving" Facebook (driver is FOIA-type laws). 

Here's another one I just found - haven't really reviewed it yet but it was
recommended from the MuniGov2.0 list:

As with any resources posted here, take them as examples and good starting
points that may need to be tailored to your particular organization's
operational and regulatory environment.
