Agreed. As I said in my first post, we send a notification of destruction giving the record "owners" 15 days to place a hold on any listed records for justifiable reasons. They do need to document the reasons. Unless a specific time period is mentioned (and agreed to) in the justification, the box(es) go back on the destruction list the next year.
