OK, assuming that most people in the non-RIM world don't give a dang about 
retention and that if users had their way, they would keep everything 
forever. What's to stop them from categorizing all their e-mails into the 
10 -25 year bucket (just in case I may need it)?  If that's the case, then 
many of the e-mails would be retained for more than 20 years longer than 
what was required.

For those who have an EDRMS, the big bucket approach should not be used. I 
like your idea of storing e-mails to the electronic record keeping system 
and having retention assigned according to the folder it is dropped into. 
For me, this is good RIM.

I do see some of the benefits of the BBA (Big, Bad, Awful).  It is better 
to have something in place than to throw your hands in the air and not 
manage e-mails at all.  However, I see it as a lazy mans approach and 
featuring poor RIM principles.
