For what it's worth, Adobe Acrobat has date/time stamping capabilities in
the Review & Comments dropdown.

Please consider the environment before printing this e-mail
If we were to receive the decision as a TIFF or PDF/A file, how would we
apply a date stamp to it? Is there software that can accomplish this?
