With all the interest from those in PhD programs, I would encourage you to do something about it and get your Universities to take on this endeavor.  There's good information about how to start refereed journals.  It seems that those who are interested can certainly research and write grant proposals and see what they can accomplish.

Good luck. The reason we have a records management listserv is because people who worked in University RIM programs saw the need and then acted on it themselves.  It is not now and never has been an ARMA sponsored or endorsed list, but is owned and run by volunteers.  If you think a refereed journal is important, then by all means, go do it.  It's your opportunity to have an impact on the profession.  

It's easy to talk about it. It's easy to make suggestions on who and how it should be done.  If you believe in it, it's up to you to make it happen.
