ARMA came into the picture because proponents of a peer-reviewed journal
said the ARMA being "rich" should do it. for the good of the profession.

If you take ARMA out of the equation then proponents should take up the
challenge I made earlier which was to put together a business plan, budget,
get comments for a minimum of 3 years worth of article, get definite
volunteer commitments (reviews, editing, tech) etc then seek out grant
funding.
