Oh, Peter. That is not true - at least not my reason for thinking ARMA would
want to be involved. This is my reasoning:

1) ARMA had a peer-reviewed journal in the past, and many of us still refer
to those old publications.
2) ARMA has a process in place that might allow them to solicit articles for
one journal a year to supplement the other publications. All it would
require is soliciting articles and volunteers to serve as peer reviewers -
this could take place over the course of a year and be published digitally.
3) ARMA has an excellent reputation as "the" records management association
for professionals. This would enhance the profession and, I think, improve
ARMA's image for many who must look elsewhere for credible articles for
research.
4) ARMA has contacts and members that they could easily reach for
submissions, volunteers, and readers of the journal.
5) ARMA works with the AIEF to fund research, which has the following
mission:

"The ARMA International Educational Foundation is a funding resource for
research and scholarship in the field of records and information management.
The source of funds is the income earned by an Endowment being raised by
concerned individuals and organizations in the profession. Established by
ARMA International, the leading professional association of records and
information managers, it is a 501(c)3 non-profit entity." Taken from
http://www.armaedfoundation.org/

Note the purpose of AIEF - fund research and scholarship.

So, to me it seemed a natural first option. I know ARMA, like all
associations, is hurting financially. But if we are going to solicit funds
to produce such a publication, why not through AIEF?

However, ARMA is not the only option. And some of us are looking into other
alternatives. "ARMA being rich" has NOTHING to do with it.

Pat
