Putting a panel together wouldn't be too difficult. Quite a few of the industry leading people are already at the conference anyways and they would just spend 1.5 hours of their time coming together. You'd try to get a few people from key industries (Storage vendor, national archives, records management specialist, industry standards specialist) and you get a pretty good diverse group of people that could inform and discuss.

I know today is the last day for submitting a session for ARMA Canada ... could try to put it on the agenda there.  Finding speakers isn't too complex I think.
