Indeed this topic has been at the top of the archival research agenda
for years. The LongRec research project in Norway, which produced
the report that started this thread is a partner of the InterPARES
research project, which you can find here www.interpares.org.
InterPARES researchers and collaborators have produced about 2000
papers and articles on the subject. You could begin by looking at
the book we issued in 2007, the bulk of which is online at
http://www.interpares.org/ip2/book.cfm (the case studies are on a DVD
attached to the paper copy of the book, distributed by the Society of
American Archivists).
Among the appendixes to the book there are three documents the
readers of this listserv might be specifically interested
in: Appendix 19, A Framework for policy development; Appendix 20,
Creator Guidelines; and Appendix 21, Preserver Guidelines. About the
Guidelines I would like to point out that they are not copyrighted:
you can download them, disseminate them as they are, tailor them to
your needs, personalize them for distribution to your
organization...use them as you wish.
