 In Canada, in Ontario at least,
 
Developer transfers all right, or stops his involvement, after registration the new development in local municipality, and the people who bought apartments, become officially the owners of the units.
I presume, that on this stage the developer has to transfer all documents related to the condo / townhouses, or others to organization that represents the new group of owners or individual, otherwise, the developer holds in his possession the things that does not belong him any moor, logically
