Transferring to an established archive is a legitimate action for "permanent" records. If this procedure is in place, then placing a "permanent" retention on the record series indicates the action to be taken with the records once their fiscal, legal, and business need values are met. A good RIM program will have the transfer process in place as part of the final disposition of permanent records.
