Archivists consider the information content of historical records to be permanent, not the record format. I can scarcely imagine what record formats might emerge over the next twenty years, let alone forever! So, no, all permanent records are not vital records. Indeed, these are two very different concepts.

At one time, I used to agree with this statement, but I don't anymore.
Vital records are those that are necessary for business continuity in the
event of a disaster. These would include records such as accounts
receivable/payable, payroll, insurance and many HR records. Many
permanent (and I use the word permanent loosely) records carry historical
value. If lost in a disaster, the business could continue to function but
certain historical artifacts or data would be lost.
