The block numeric system was developed by the Government of Canada.  The
National Archives published what was frequently referred to as "the blue
book" I believe in the early 1970s.  Someone from the Ottawa chapter of
ARMA might be able to provide additional information.

I am looking for the year when Block Numeric file codes were first used
and by whom or who patented or invented the system? Does anyone have a
reference in a publication that refers to the history of file systems?
