1. Who produces the reports: OPCW or another entity?
2. What is the nature of the information to be printed in your headers and footers?
3. What is the business requirement for this imprinting?

Can anyone propose an automated solution for the following process:

- report is received
- report is manually stamped with a header/footer (front and back) (four stamps ..) 
- report is scanned as an image

I am wondering if a machine exists that can print a header/footer, in duplex, to an existing paper document, and scan the document into PDF or TIFF at the same time?

I know you could prepare a header/footer template and run the document through the printer, and I know that you can insert headers/footers directly into the image file. However, with the former solution, we would still need to feed the document again through the scanner, and with the second, there remains the requirement of stamping each page of the paper copy.
