You can also check 29 CFR 516.6(b). Here bills of lading are given a 2-year
retention.
But I would go with 5 years under 15 CFR 762.6 or 19 CFR Part 163.

Subject: Bill of Lading Retention Requirements
Colleagues:
Happy Monday! I am conducting some research on Bill of Lading retention
requirements and I wanted to ask the List if anyone has any input on the
subject. I have read through the Federal Bill of Lading Act. Specifically, 49
CFR Section 379 Appendix A seems to indicate a 1 year retention period. I also
looked through the Uniform Commercial Code (UCC) Article 7 and I couldn't find
any retention requirements there. Lastly, I took a peek at Title 19 (Customs
Duties) Part 163 (Recordkeeping). In there, I read 163.1 (Record Retention
Period) and it clearly states a 5 year retention period from the date of entry.
This could be applicable to my research, but maybe not for Domestic Bill of
Lading documents.
Does anyone in the Listserv have experience with Bill of Lading retention
requirements and if so, can you cite the source? This is not the most exciting
subject in the world, but it's a little something to get the ball rolling this
week. I appreciate your help!
Thanks, Steve
