One thing to offer up for them to consider is the lack of a stable
environment in which the materials will be maintained, along with the
variety of media they intend to apply them to.

"Plans", Prints", and "Documents" take many forms- they can range from ink
on vellum to ink on mylar, to laser or water based ink printed drawings on
bond paper, to diazo produced prints, blueprints or sepias. Some of these
have residual materials on their surfaces, some have coatings and the
concept that any one adhesive is going to properly adhere to all of them for
even a LONG TIME, much less "permanently" is rather limited.

In addition, some of the items mentioned above, when exposed to sunlight or
even incandescent light sources and/or heat, will deteriorate to the point
where the images on the substrate may become illegible and the substrate
itself will become brittle and crack.

If you look at the 'standard' applied to what are known officially as 'vital
records' (birth, death, marriage, property), these don't only bear a stamp
which is applied directly to the surface, but many are embossed with an
official seal.  In the case of engineering drawings, calculations and
specifications, until today, some states don't consider them official unless
they bear a 'wet ink seal' from the license holder and a signature to
certify they belong to the same person. 

It's easy to reproduce a sticker or a label, it's a lot tougher to fake a stamp.
