It appears that a lot of energy and work has gone into the development of 
standards.  This may seem like a simple question but I was wondering what is 
the objective of standard development.  It does not seem that standards 
have shifted the professional center of gravity.  This has certainly shifted but 
I think more in response to market forces than in the issuance of new 
standards. 

I hope that those involved in the development of records management 
standards do not consider this a heretical question.  But even Phillip Pullman 
nailing his "dark materials" theses to our "Wittenberg" raises questions for 
those on the other side of the divide.

I guess what I am asking is this -- is it the goal of standards to change 
practice or is it simply to define what in my youth was called best business 
practice and today is more often referred to as world class.
