Okay, so is it just me or are others shaking their heads in amazement?

This past weekend, Peter posted a number of articles, and there were many
other in the press and on National News, about how Federal Agencies, States,
Counties and other public bodies... along with a number of Private
organizations are starting to second guess the decision to open Pandora's
Social Media box a bit late.

After the experiences everyone has had with e-mail, and the inability to
control the resultant volume and growth, primarily due to the failure to
develop and roll out policy and training prior to widespread use, they're
all doing the EXACT SAME THING with Social Media.  

The desire to not be the last one to have a Facebook or Twitter account has
obviously been substantially greater than the concern about being the first
one sued for a staff member doing something stupid related to the account,
or being spammed because it exists and sufficient safeguards weren't
deployed prior to going public.

And I'm not talking about locking it down so tight that it isn't used, but
at least telling staff what it IS and ISN'T intended to be used for... or
establishing a process and practice for capturing what is posted and setting
a retention policy for the content.  

What still blows me away about Federal Agencies launching into this is the
admonition in 36CFR about the use of 'electronic information systems':

1236.10 What records management controls must agencies establish for records
in electronic information systems?

The following types of records management controls are needed to ensure that
Federal records in electronic information systems can provide adequate and
proper documentation of agency business for as long as the information is
needed. Agencies must incorporate controls into the electronic information
system or integrate them into a recordkeeping system that is external to the
information system itself.

And NO, NOT EVERY POST on a social media site meets the definition of a
record, but for those that do...
