Library of Congress is promoting a standard for moving digital files and 
ensuring the completness and correctness of the files."

It seems that "Bagit" is a "digital container" which encloses some 
number of files, with a list of contents and a checksum for each 
contained file.

Funny, sounds a lot like a ZIP file.
