Too true, but for decades, this has been our one and only personal TIN
(Taxpayer Identification Number). And its for that reason a few years ago,
the requirement was made that parents apply for a SSN for newborn children
within a very short time of birth. http://bit.ly/bzx8ck  They say it's NOT
MANDATORY... but if you intend to provide medical insurance for your child,
almost ALL carriers require the child to have one.

Lots of people are against the concept of a Federally issued ID Card that
carries a number uniquely assigned to an individual and is never reissued
(yup, SSNs were at one time reassigned!) but I'm in favor of the concept. 
This number would be used exclusively for identification purposes and would
never be tied to any financial transactions.  It could be used for medical
records, passports, drivers licenses, voter registration, and a whole host
of other purposes but if it were exposed, it would never compromise an
individual's financial state.  

I agree the redaction is going to be a pain, but likely it will be done on a
day forward basis- when a record is requested, the information will be
redacted rather then them proactively going in and redacting everything in
advance, so the cost will be incremental.
