I just dealt with a similar situation- we were able to convert the PDF's into a .csv file so we could import it.

Subject: Records Center Inventory upon transition

I am in the process of transitioning from one records storage vendor to 
another records storage vendor on a national scale.  One of the vendors 
from whom we are transitioning has informed me that they will only provide 
us with an inventory list in pdf format.  This makes the information 
unusable for transfer into the new vendor's system.  With thousands of 
boxes in inventory, this could make the transition very labor intensive.  
Has anyone else experienced this?  If so, how did you handle it?  Any other 
thoughts on the topic?  One could make the argument that this is our 
information and we are entitled to receive it in any format we desire, but 
I'm not sure if this argument will be successful and making the argument 
may set us up for a nasty transition.  I would appreciate any feedback from 
my esteemed colleagues who have relevant knowledge.  Thank you!
