Old files should remain secret, school board association says  The Des
Moines Register
The IASB has taken the position that the law requires it to disclose only
those records that were created after July 1. The Register argues that with
IASB and all government agencies, the question of disclosure is settled by
the law in place when a request for access is made - not the law that was in
place when the document was created.

Under IASB's interpretation of the law, all of the association's employment
agreements with current employees, as well as current work contracts,
budgets, planning documents and policy manuals, could be kept confidential
if they were written before July 1.
