As I'm sure you have deduced by the diverse responses to your question, the various branches of the information sciences in the English speaking world are all separated by a common vocabulary. Hence, Archive(s) means different things to different people.
The best discussion (of which I am aware) is to be found in Richard Pearce-Moses' Glossary of Archival and Records Terminology at http://www.archivists.org/glossary/list.asp?letter=a. Be sure to look at a wide selection of the entries for archive/archives/archival/etc.

Would like to get clear definition on the terms use for Records
Management.
Does ARCHIVE means to send the documents to offsite storage or to retain
the documents permanently according to its criteria/archival value?
It created confusion when some people use the same term but have
different intention.
