Whenever I go into an organization to develop a records retention
schedule, I schedule ALL records. That means that if there are legacy
records that don't fall under the same record series as the current
records, I schedule them as separate records series. There should be no
question as to whether or not a records management program should
include ALL records, legacy or otherwise.
