Thanks to everyone for their expertise and advice.  Of course whatever I write will be my own, not copied word for word from another organization but I'm trying to approach this the same way I did when I drafted the records management policy which was to look at what others had to get an idea of what should be included and then made my own policy.  I'm hoping to do the same with the implementation plan.  

When I sat down to write something this morning I just stared at my computer screen and froze like a deer in the headlights trying to figure out where to start.  At least now I have something to look at to give me a starting point.

All of the examples and advice is greatly appreciated!

I agree with William that is must be your work. However, that being said it
doesn't hurt to examine what others have done before  you from a high level
ie what steps does one need to take to implement the policy. The devil is
always in the details. That said here is a google search that will point you
to a variety of implementation plans for records management. "implementation
plan"+"records management"
