Take a look for the Message Labs whitepaper "Death to PST Files" that came out early last year.  There are numerous sites you can log onto and sign in to get a copy, but its a great starting point for discussions with IT.

If you run a Google search on the title alone, you'll find hundreds of thousands of hits where others have cited this work and/or expanded on it, so it's pretty well thought of.
