One question that may need to be asked is 

What are the regulations of any client Nations/States the records are
related to regarding images as official records?

I think you've done a good job of addressing the integrity of the image
issue, and many have provided you with citations of Canadian Standards to
determine if anything is missed.   

You may need to give some thought to duration of retention for these images
to address format, storage, protecting access and other similar concerns
depending on how long you need to retain them.  

Some consideration may need to be given to logical separation of images in
storage depending on regulations and retention requirements from different
Nations. The same would apply to backups I'd assume.

Lastly, give some consideration to how you would handle images of accounts
and records subject to legal holds, probate, or other possible destruction
moratoria that may impact them.
