John seems to have nailed it,

I would add, that in an ideal world you would not be on the hook for for
it. Ideally you wrote the policies and prodecures. The actual work will be
carried out by your SA/DBA. If you have done your job correctly the
question raised would be if your SA/DBA followed the policies and
procedures. A similar question came up regarding data warehouses a while
back. The determiniation was the the DBA's are on the hook for deleting
records (Something most CIO's don't want to tell their DBA's). The SA/DBA
should report to somone other than you. Refer to CoBiT.
