Mike,

When we build vaults for Insurance companies, the majority of the files are paper documents.  The signed original policy is in the vault. Correspondence can be in a microfiche jacket in the individual or corporation's folder.

These vaults are typically on the C-Level Executive floor as they view these documents as vital records that represent a cash value when called out for payment.  At that moment, the original policy is critical.
