I agree - very rude of the two participants.  They obviously weren't there to participate.  Typically everyone is asked to shut off all electronic devices at the beginning of a meeting/presentation - even at our church when the priest comes out to welcome everyone - he asks everyone to silence their phones, etc.  I would think it would be common courtesy - or just plain common sense.
