Further investigation reveals that Peter B. Lundell had the explanation. 
Archive America appears to be a reseller of wareITis Technologies' Records Studio, version 1.6.1 which has a current certification through 2013. In fact, they are sister companies.

Haven't had any direct experience, but I know that Archives America uses
wareITis Technologies' Records Studio, version 1.6.1 of which was
JITC-certified in 2007 as compliant with the baseline requirements of DoD
5015.02.  I believe it's a standalone product.
