General Summary

The City of Bellevue is looking for an experienced Electronic Records Management Administrator to assist in the design, implementation, and support of solutions for managing electronic records.   The successful candidate will develop and implement strategies to ensure the integrity of public records and related metadata over their required retention period as information systems are upgraded or replaced, including a migration to SharePoint 2010 over the next two years.

This is a new position that will be part of the ECM Division of the City Clerk's Office. The division is responsible for the electronic records management policies that support managing of records and information in systems (ex. SharePoint, Microsoft Exchange, JDEdwards).  This position will participate in projects, develop and lead training, and provide end user support for the ECM solutions.


Essential Functions of the Job


Project Leadership

Lead enterprise and department level work process improvement projects in alignment with the City's ECM system requirements, including documenting current business processes; designing enhancements; and developing document-centric automated work flows

*        Deliver process improvements;
*        Participate on project teams, working with the IT Project Manager to monitor work plans, schedules and proposals
*        Map the end user requirements and program strategy to the implementation of content management solutions to align with the City's   information architecture, records compliance policies,   and legal requirements
*        Facilitate change management by working with staff throughout the organization in managing communication and support plans.
*        Evaluate software, vendor credentials and performance, and related contract management
*        Conduct user research to create and deliver system design recommendations.
*        Provide ongoing end user training to support electronic records management throughout the organization
*        Develop and maintain strong client relationships at all levels - executive, management and staff


System Administration

*        Develop migration strategies to ensure integrity of records and related metadata over the required lifetime of the records as information systems are upgraded or replaced.
*        Track program performance measures and make recommendations for possible improvements

Education

*         College-level course work or graduation from an accredited certificate program or graduate from a college or university with a degree in Records and Information Management, Library Sciences, Business or Public Administrator.
*         Minimum of five years of professional experience in information and/or records management including management of electronic records and recordkeeping systems.
*         Or any equivalent combination of education, experience, and training that provides the required knowledge skills, and abilities.
*         Master's degree in Library or Information Sciences preferred
*         ERM/ECM Certification preferred
*         Process Improvement, AIIM, CRM certifications preferred.
*         Project management program training, PMP certification preferred

Qualifications

*         Understanding and experience with records management, including experience working with Electronic Records Management technologies and information classification schemes including their development, implementation, and maintenance.
*         Consulting skills such as interviewing stakeholders, conducting architecture reviews, and consensus building
*         Lead process efficiency efforts across multiple departments using process improvement methodologies.
*         Prepares customers to use technologies by developing and conducting training programs
*         Excellent written and oral communication skills
*         Develop project technology strategy by understanding key client objectives; diagnosing and mapping client requirements; articulating solution risks and barriers; recommending project approaches; preparing time and cost estimates; planning full project life cycle
*         Design for technical solutions including detailed written/visual documentation with strong analytical and problem solving skills.
*         Strong collaboration skills.
*         Ability to establish effective working relationships with employees, vendors, and representatives of other agencies.
*         Professional experience in a government records program or other enterprise-wide Records Management program preferred.
