Not always.
Remember the little incident last year when Google "lost" 30,000+ email accounts? It turned out there was buggy code in a software update which caused the loss. The disk-based backups had copied the buggy code, so they could not be used to restore the email accounts. Fortunately, Google had also maintained a tape backup system, which successfully restored the email accounts. See http://blogs.wsj.com/digits/2011/03/01/tape-rescues-google-in-lost-email-scare/
I'd say the prudent solution is to use both disk backup and tape backup. It costs more, but what is your data worth if you lose it?
