Brian, start with ANSI/AIIM MS 44 "Recommended Practice for Quality Control of Image Scanners" (http://www.techstreet.com/standards/aiim/ms44_1988_r1993_?product_id=1275) and ANSI/AIIM TR34-1996 "Sampling Procedures for Inspection by Attributes of Images in Electronic Image Management (EIM) & Micrographics Systems" (http://www.techstreet.com/standards/aiim/tr34_1996?product_id=6842).

Especially important is using BOTH of the quality control procedures described in MS44. Use different sampling rates for each.

Image capture parameters are established based on (1) the nature and condition of the original documents, and (2) the desired end use.

The metadata schema is typically based on an existing schema, adapted to meet your categorisation, preservation and other needs.

Image capture workflow is usually based on some combination of nature and condition of the original documents, your existing procedures, prior availability of metadata (for example, if you already have metadata in some system), and staffing. Physical layout of the facility may also enter into the workflow.

As Cliff and Tony have pointed out in their postings, there are many other publications on imaging procedures. I recommend you go through them to see which apply best to your particular situation. There is a LOT of variation in the above, most of all based on what you want, why you want it, and the level of resources you are willing to invest in it.
