What most of our customers do is a variation of the approach you describe. You can use the 7 big buckets in the SharePoint Record Center as your target retention categories. Content types are not that burdensome an activity and we see people re-using their content types between companies within an industry as a best practice. You can have a large number of content types or a smaller number. The SharePoint Content Organizer will map the content types you identify to the 7 big buckets in your Record Center. This way, there is no drag and drop to the right retention category by users. Your users just send the document to the Record Center. Knowing when to "send to" the Record Center as a behavior is at least as easy as knowing when and how to drag and drop the document to the right folder.
