I did a project for a public land agency that involved digitizing public records to make them available online. They decided that records that contained sensitive info (gas pipeline locations, for example) would still be made available to the public (since it was required by law) but not through the internet. If you wanted the records you had to go look them in the eye to get it; and you could only get paper versions. The law didn't specify how the record was to be made available.
