There are other considerations as well, such as:

- Construction modifications made to buildings for ADA Compliance (permits
for inspection, periodic re-inspection)
- Buildings that provide public access (different liabilities)

One case I'll never forget was the one in 1981 in Kansas City, MO in a
Hyatt Regency where walkways collapsed and the ability of the engineer to
produce his calculations and drawings as opposed to how the walkways were
constructed made the whole difference in the case.  It was wet
signed/sealed/stamped prints that saved him.
