Hi Sam,
I'll dig into the article - thanks! What you say makes sense. Do you find that sometimes the "ticket" and "doorway" into doing the information management strategy which can then systematically address E-D, EDRM, Info Governance, etc, is through E-D, EDRM, Info Governance? In my own experience -- and I can date the change to 2009 -- I used to be able to do a lot projects that explicitly focused first and primarily on an information management strategy and then secondarily (in time and priority) would extend to particular realizations of that strategy in projects. We still do those projects, but the norm is to get the same target result -- but in a more subtle way. Fewer organizations want to START with a grand plan. They want to start with a more specific, more focused project. This is fine because we've found that it actually works as well or better for us because we get to test and demonstrate the "grand theory" with a concrete implementation at each step of the way.

To take an extreme example, sometimes an organization perceives that it's bleeding through the eyes with respect to E-D or EDRM -- so those are what the relevant senior management is focusing on, that's where the budget and stakeholders are, etc. So you start there and definitely do as much information management strategy as you can so you know the division of labor among all the parts you mention (E-D, EDRM, Info Governance, etc.). So everyone (else) may be focusing on the perceived urgent area (like E-D) but in fact you are designing and starting to execute the information management strategy as you go. Your first project (to stop the bleeding) did a general strategy and really fleshed out the details of that strategy for E-D.  Your next project might be EDRM and fleshes out the details -- maybe correcting some points -- that you roughed out in the E-D project, and so on.

One point: the methodology I outlined in the article is the same in broad structure for E-D, RM, ECM, Social Collaboration, and a bunch of other areas. The big categories are always there -- you always need to address Governance and Operations, Information Architecture, Change Management, etc. But the specifics change for E-D versus Social Collaboration versus the others. The EDRM framework, discovery lifecycle, and focus on the litigation support roles and responsibilities only apply primarily to E-D, for example.

   I recently wrote an article that was published in ARMA's Information Management journal (Jan/Feb 2013). The article outlines the process for developing an Information Management strategy to support the Information Management function.
   In particular the article provides solutions to your questions 1-5. The project deliverables also provide some insight into the rest of your questions.
    Basically, my approach is that the development of an information management strategy that is supported by senior management is a pre-requisite for e-discovery, EDRM implementations, information governance, etc.
    I am encouraged that our industry is starting to accept the importance of Information Governance as a tool for effective information management operations.
