Thanks for asking an interesting question, Julie. It brought to mind some
of the issues I have with decentralized Records Management.

Back in 'olden times' I described every box that went to offsite storage
and classified every file that came into my file room. I had to ask
one employer in recent years, "You let them destroy their own records?!"
'Them' being our internal clients, other employees of our company. The
answer was that "Yes. They are responsible for maintaining their own
records per company policy so they can destroy short term
retention material themselves." Just the logistics involved in
communicating legal holds to everyone in the company blew my mind.

This is the way many organizations are operating these days, in part due to
reduced staffing overall, but it reeks of a loss of regard for RM that
we established after Enron, Tyco, Arthur Andersen, etc. It seems that
during a budget crunch the RM function still looks like admin support to
the bottom-liners.

Just my own Friday pondering, musing, or as we say in the South; chewin'
the fat. I guess that would make it 'The Friday Fat Chew:)'
