The fact that your programs did not work as intended does not at all
prove you're not a programmer. Nobody else's programs work as intended
either. www.heathcare.gov is merely the latest in a vast line of
examples, and they spent 3 1/2 years and nearly half a billion dollars
on it, which I'll bet is a heck of a lot more time and money than you
spent to build a non-working program.
You may wish to give President Obama a call. They're doing a 'technology
surge' to fix the site, and it could well be that your non-working
programs work less poorly than what they've already got, thus offering
an opportunity to improve site performance on the cheap : )
