Gary Link asked " ... what additional measures would you take to segregate and further protect this subset of electronic records on your system from those that are already being done?"

In addition to David Stewart's excellent comments, I would add:  if the records in question are long-term (i.e., retention exceeds 25 years), they should be periodically output to a non-digital medium (such as microfilm), to ensure persistence over time.
