To clarify the problem, we are not taking issue with the supervisor's file, but what Larry calls the 'OPF'.  We have HR personnel assigned to each business unit who report into Corporate, are responsible for those official personnel files and must oversee the transfer process.  I do see where creating Fred's 'travelling file' might become unwieldy and create some risk when tracking the movement of these documents.  Obviously an electronic solution is the best answer and should be considered, hopefully sooner than later.  

I think the best decision for now is to keep our current process intact, and allow the new location to request copies of only certain documents. This is what Legal will approve, and I will be having further discussions with HR and Legal later this week.  Will try to steer them in the right direction.  Thanks to everyone who provided insight as it's always refreshing to know one is not alone.  (Towanda!)
