I suspect that the three year rule still holds true. IIRC that rule was
based upon the Paper Work Reduction Act and the subsequent regulations that
said OMB (Office of Management and Budget) was responsible for approving
any records retention requirement that was for over 3 years. The agency
requesting a retention longer than 3 years had to show why it was
necessary. If not approved by OMB then the default retention was three
years.

in this case i would say that the  questionnaire that was completed by the
selected vendor be kept for the same amount of time as the contract. All
other questionnaires are to be kept for 3 years after the selection. If
they don't exist they can't be produced. If an investigation takes place
related to the contract prior to the end of the three years then a hold is
placed on them.

but that is just my opinion and I haven't stayed in a Holiday Inn for quite
sometime.
