Hi Donna,  I haven't heard of vendors providing shredders and servicing them either.  As for the key(s) to the consoles, if you get new consoles/new locks, I would insist that only one person (and necessary backup) be in charge of the key(s) and not to "loan" them out for use.

Ultimately, I would suggest using an on-site shredding service.  This would allow your departments to actually view the shredding if they wanted so that there would be a "chain of custody" so to speak.  Having managed in downtown Boston, I know there are vendors that could do that service for you.
