To echo other responders, for various and extensive reasons we have settled this discussion with onsite shredding.

1) We have bins onsite with keys and keyholders
2) Responsibilities are clearly defined - keys have a very limited distribution along with requirements for use and prohibited misuse spelled out in an SOP
2) The shred truck has a regular schedule and shreds the material onsite
3) We help the shred vendor employees by assisting in the process and escorting them through the property

I have a standing offer that if anyone has concerns about the shredding they are welcome to accompany our records staff and shred vendors on the "tour" as bins are emptied, materials combined, and shredded onsite. In 8 years, no one has ever taken me up on the offer although we submit stories and pictures of the "tour" for intra company articles and features. The costs are very reasonable and based on "tips" of the combined 64 gal shred bins.

It's worth looking into to resolve the issues you mentioned. Our vendor would probably empty the bins on their own if we asked them. It's better if we witness the process though for several reasons. One of which is our vendor appreciates us coming along because it's very easy to get lost in our facility. It also allows the records staff to get out of the Records Center and visit staff members in their works areas on short "good will" tours.
